The verse opens with an exclamation: the messenger’s “feet” are called beautiful as they appear “on the mountains.” The point is not footwear but the joy of arrival—news is finally coming from outside, and it is good.

The messenger is described with overlapping phrases: he brings “good news,” he “publishes peace,” and he brings “good news of good.” The repetition stacks similar ideas to emphasize the quality of the message: it is favorable, calming, and hopeful.
Unit 3 (v. 7c): The message’s content—deliverance and a royal announcement
The herald also “publishes” deliverance and speaks directly to Zion. The message reaches its climax in a short, public proclamation: “Your God reigns!” It frames the good news not merely as a private update but as a change in the public situation of the city and its people.
Unit 4 (v. 7 overall): How the ideas hold together
The messenger is “beautiful” because the message signals peace, good, and deliverance; those outcomes are gathered into the headline claim that Zion’s God is now openly ruling. The verse moves from scene (mountains/feet) to actions (announcing) to the core announcement (reign).
