Joel calls for an announcement to the nations that they must ready themselves for war: wake up fighters, gather troops, and come up to the meeting place. Everyday farm tools are to be reforged into weapons, and even those who feel powerless must speak as if they are strong. These verses sit inside a larger scene where the nations are being gathered for a decisive confrontation connected with Yahweh’s dealings with peoples who have harmed Judah and Jerusalem (Joel 3).
Joel 3:9–11 reads like a public battle summons addressed to “the nations.” The text explicitly piles up urgent commands: get ready for war, rouse the fighters, draw near, and “come up” together.
