Verse by Verse
Approach, resistance, and capture David and “all Israel” go to Jerusalem, identified with its older name, Jebus, where Jebusites are in control. The residents mock or warn David that he cannot enter, but the narrative turns quickly: David takes the stronghold of Zion, and this place is identified as “the city of David.”
A leadership prize and Joab’s rise David sets a challenge: whoever is first to strike the Jebusites will become “chief and captain.” Joab son of Zeruiah goes up first and receives the promoted role. The capture is thus linked with a concrete reordering of leadership around David.
Settlement, naming, construction, and repair David lives in the captured stronghold, which explains why people call it “the city of David.” He expands and develops the city around it, from a feature called Millo outward. Joab is credited with repairing the rest of the city, suggesting coordinated building work following the takeover.
Literary Context
This scene comes right after the tribes recognize David as king and pledge loyalty (11:1–3). It then immediately shows a concrete, public act of kingship: securing a strategic center and establishing a capital. The account is compact and selective, moving from approach (v.4), to resistance and capture (v.5), to appointment of a chief warrior (v.6), to settlement and naming (v.7), to building activity (v.8), and finally to a summary statement about David’s increasing power (v.9). The story also sets up the list of David’s mighty men that follows in 11:10ff.
Historical Context
In the story’s time setting, Jerusalem is still held by the Jebusites, described as local inhabitants, and it has a defensible stronghold (Zion). Taking it would give David a centrally located base not tied to one tribe’s older hometown identity, helping unify “all Israel” under one administration. Fortified cities often involved layered defenses and internal repair after a takeover, which fits the mention of building “round about” and restoring what was damaged. While Chronicles was written much later, it narrates this earlier transition into a stable royal center for Israel’s political life.
Theological Significance
This paragraph presents David’s first major public act after being recognized as king: he and “all Israel” move against Jerusalem (also called Jebus) and take it (vv. 4–5). The story highlights three linked outcomes: a secured stronghold (“Zion”), a new royal center (“the city of David”), and an organized leadership structure under David (vv. 6–7).

Two details are described briefly, so readers fill in the picture differently.
First, the Jebusites’ words (“You shall not come in here,” v. 5) can be heard as mockery, a threat, or a confident boast about the city’s defenses. The text only reports the line and then the reversal: David takes the stronghold anyway.
Second, “Millo” (v. 8) is not explained. Some take it as a specific structure (like a terracing or fortification feature), while others treat it more generally as part of the city’s defensive or support system. Either way, the point in the verse is that the city was expanded outward from a key feature and then repaired.
Why the disagreement exists The account is compact and selective, focused on outcomes rather than mechanics. It names locations and roles (Zion, Millo, Joab’s promotion) without describing how the assault worked or what each construction term precisely refers to.
