Elkanah carries on the annual worship pattern Elkanah, along with “all his house,” goes up to offer the yearly sacrifice to Yahweh. The verse also adds “and his vow,” presenting the trip as both routine (annual sacrifice) and obligation-based (a vow that needs to be paid).
Hannah delays travel until weaning, then plans a permanent presentation Hannah does not go on this trip. She tells her husband she will wait until the child is weaned, and only then will she bring him. Her purpose is that the child may “appear before Yahweh,” and then “abide forever,” describing not a short visit but an enduring placement.
Elkanah agrees, adds a wish, and Hannah follows through Elkanah tells Hannah to do what seems good to her and to wait until weaning is complete. Literary Context
These verses continue the opening story that introduces Samuel’s birth and dedication. Just before this, Hannah had received reassurance from Eli and later gave birth; now the story turns to follow-through on what was promised. The narrative slows down to show planning and timing: a regular pilgrimage is happening, but Hannah’s actions are adjusted to fit the child’s early needs. This sets up the next scene where the child will be brought to the sanctuary, linking Hannah’s earlier commitment with concrete steps toward carrying it out (see 1 Samuel 1:11).

Elkanah goes up with his whole household to offer sacrifice to Yahweh and to complete “his vow” (v. 21). Hannah does not go; she deliberately adjusts the timing because the child is not yet weaned (v. 22). The plan is not to cancel worship but to delay her travel until the child can be brought and left there.
The passage also treats vows and follow-through as serious. The narrative highlights planning, consent within the marriage (Elkanah agrees), and the idea that a child can be formally presented at the sanctuary for long-term service (vv. 22–23). “Appear before Yahweh” is sanctuary language: the child is brought into the recognized place of worship, under the care of those serving there.
Whose vow is meant by “his vow” (v. 21)? Some read it as Elkanah’s own vow, because the wording says “his.” Others think it includes Hannah’s vow from earlier (see 1 Samuel 1:11), since the story’s focus is on her promised dedication of the child and the family is acting together.
What does “stay there forever” mean (v. 22)? Many take it as lifetime service at the sanctuary (a permanent dedication in the sense of “for as long as he lives”). Others hear it as strong vow-language for an “indefinite” commitment rather than a precise lifespan statement, but still clearly more than a temporary visit.
The text is brief and does not spell out administrative details. “His vow” could be read narrowly from the pronoun, or broadly from the storyline where Hannah’s vow is the driving issue. Likewise, “forever” can function as either strict lifetime language or as emphatic language for a lasting arrangement, and the passage does not pause to define the boundaries.
