Samuel names the failure and the lost possibility Samuel tells Saul he has acted foolishly and explains why: Saul did not keep the command Yahweh gave him. Samuel then states a “what could have been” outcome—if Saul had kept it, Yahweh would have established Saul’s kingdom over Israel “forever.” The verse moves from accusation to a missed future.
Samuel announces the reversal and the replacement Samuel contrasts the earlier possibility with the present result: now Saul’s kingdom “shall not continue.” Yahweh is said to be seeking a man aligned with Yahweh’s own intentions and to have appointed that man as ruler over the people. The reason is stated again: Saul did not keep what Yahweh commanded.
The break in partnership and the immediate aftermath Samuel leaves Gilgal and goes up toward Gibeah in Benjamin, signaling separation between prophet and king at a critical moment. Saul then counts the people still with him, and the number is only about six hundred, underscoring how reduced and fragile his position is as the conflict continues.

Also, Saul continues to function as king after this scene, which pushes interpreters to ask whether the judgment is about the end of Saul personally, the end of his family’s rule, or both.
