Readers infer the details by comparing how similar wording is used elsewhere in the book and by observing David’s later life.

Explicitly, it establishes (1) Yahweh’s clear selection of David (“for this is he”), (2) Samuel’s obedience through public anointing “in the midst of his brothers,” and (3) the beginning of a new, continuing divine empowerment on David marked by the Spirit’s powerful coming. It also closes the episode by showing Samuel returning to Ramah, signaling that the selection has been made and the story is ready to move toward David’s emergence.
