A public challenge from a high place Abijah positions himself on Mount Zemaraim in Ephraim’s hill-country and calls for attention. He addresses Jeroboam directly and also “all Israel,” treating the northern coalition as a single audience that can be reasoned with.
The claim of a lasting Davidic grant Abijah presses the audience with a rhetorical question: they should already know that Yahweh, Israel’s God, gave the kingdom over Israel to David “forever.” He adds that this was given to David and his sons, and he characterizes it as a “covenant of salt,” a phrase meant to signal a durable, binding arrangement.

Literary Context
This speech occurs in the middle of the account of war between Abijah of Judah and Jeroboam of Israel (2 Chronicles 13). The narrator pauses the military action to foreground Abijah’s words, letting the conflict be interpreted as more than a border dispute. The speech appeals to shared knowledge (“ought you not to know”) and builds a case: Yahweh’s lasting grant to David stands, Jeroboam’s rise was a rebellion, and the original break succeeded through opportunistic allies and Rehoboam’s vulnerability. The logic prepares for the battle’s outcome later in the chapter.
Historical Context
The setting is the early divided kingdom period, after Solomon’s reign, when Israel split into a northern kingdom under Jeroboam and a southern kingdom centered on Judah under David’s line. Abijah speaks from Mount Zemaraim in the hill-country of Ephraim, suggesting a frontier or contested region where armies can face each other and leaders can address opponents. The passage also reflects how royal legitimacy was argued in public: by appealing to well-known national traditions, covenant language, and the circumstances of a rival’s rise to power, especially claims of rebellion and questionable backing.
Theological Significance
Abijah’s speech treats the war as a question of legitimate rule, not only military strength. The explicit claim is that Israel’s God gave “the kingdom over Israel” to David “forever,” and that this grant extends to David’s sons (v.5). The speech also presents a moral reading of the split: Jeroboam’s rise is framed as rebellion against Solomon (and so against the Davidic house), aided by opportunistic supporters (vv.6–7). These are Abijah’s stated accusations within the narrative, whether or not they exhaust the full historical explanation.
Some readers take “forever” in v.5 as a straightforward guarantee of an unbroken line of Davidic kings on the throne in Jerusalem. Others understand “forever” as God’s enduring commitment to David’s dynasty as a whole, even if individual kings can be judged, removed, or the kingship can lapse for a time.
Relatedly, “covenant of salt” is commonly read as emphasizing permanence and loyalty, but interpreters differ on how formal the phrase is: whether it points to a specific covenant-making practice, or functions mainly as a vivid idiom for an enduring pledge.
The disagreement comes from how the passage’s absolute-sounding language (“forever”) is held together with later biblical history and with the book’s own post-exilic perspective (when no Davidic king was ruling). Abijah’s line is also spoken in a conflict setting, so interpreters weigh differently how much of it is rhetorical argument versus a neutral summary of shared history.
