What “no Passover like that” means. Some take the statement to mean unmatched scale and unity (who came and how broadly it gathered people). Others think it highlights unmatched careful observance (how thoroughly it followed the required roles and procedures described earlier in the chapter). The verse itself names participation and leadership groups, which supports the “scale/unity” emphasis, but it does not exclude “careful observance” as part of the evaluation.
How to understand “since the days of Samuel.” Some read it as a broad rhetorical comparison (“nothing comparable across the whole period”), not a claim that no later Passovers happened. Others press it more literally and then ask how this fits with other well-known Passover accounts elsewhere in Scripture. The Chronicler’s wording gives a strong superlative, but it does not explain every historical comparison point.
Who are “the kings of Israel.” Some understand this as a general way of saying “Israel’s kings” (including Judah’s kings). Others think it points specifically to rulers connected with the northern kingdom, while still using the wider name “Israel” to speak about the whole people. The verse’s language is broad enough that either reading is possible without changing the main point: Josiah’s Passover is set above royal precedents.
The passage uses evaluative, comparative language (“no Passover like that…”) without defining a single measurement. It also uses broad identity terms (“Israel,” “kings of Israel,” “all…who were present”) that can be read either as comprehensive labels for the covenant people or as more limited, situational descriptions.
