Others take it as the writer’s way of saying that Yahweh allowed a new phase of trouble to start (or allowed it to escalate), without specifying the exact mechanism.
Second, what it means that the high places “were not taken away.” Some read that as a clear leadership failure (a reform that should have happened but didn’t). Others read it as describing a tolerated practice that had deep roots among the people and was not fully addressed even under otherwise faithful kings.
