What exactly was paid: Some read v. 4 as raw wool (fleece) delivered from flocks; others think the wording could point to a tribute measured by livestock output (wool from that many animals), or even animals plus their wool. Either way, the point is the scale and burden of Moab’s obligation.
Who the rebellion was “against”: Jehoram says Moab “has rebelled against me” (v. 7). Some take that as personal (challenging his reign specifically); others see it as shorthand for rebellion against Israel’s overlordship generally. The basic claim is the same: Moab is rejecting Israel’s authority.
