In that world, “justice” and “fear of God” describe a ruler who governs with moral restraint and accountability beyond personal power. David’s mention of his “house” points to a dynastic reality: leadership is not just individual but carried through a royal family line, with promises and expectations attached to it.

David presents these lines as a message from Israel’s God, described as “the Rock of Israel” (v. 3). Who is “the one who rules” (v. 3)? Some read it as a general description of the ideal ruler (a standard for kings). Others think it points more directly to a particular coming king from David’s line, with the “ideal” language functioning as a promise as well as a standard.
What does “my house is not so with God” mean (v. 5)? Some take it mainly as David’s confession that his own leadership and family have not matched the ideal of vv. 3–4. Others hear it as a lament about the troubled state of his dynasty (including failures among his sons), not denying the covenant but admitting the gap between promise and present reality.
What is the “it” that “doesn’t make it grow” (v. 5)? Some understand “it” as the hoped-for flourishing of David’s house—his dynasty does not yet look like the bright, life-giving picture of vv. 3–4. Others connect “it” to the benefits described: the covenant is sure, but its full effects are not yet visible in history.
Why the disagreement exists The passage is poetic and compressed. It shifts quickly from God’s saying (v. 3) to images (v. 4) to David’s evaluation of his “house” and God’s covenant (v. 5). Pronouns are not fully spelled out (especially “it” in v. 5), and the line “my house is not so with God” can be heard as either moral self-judgment, grief over circumstances, or both. Also, the “ideal ruler” language can be read either as timeless wisdom or as pointing forward within the story of David’s royal line.
