The narrative has already explained that certain officials sought grounds to accuse Daniel and could find none except in relation to his devotion to his God, so they persuaded the king to issue a temporary ban on petitions to any other being. Verses 10–13 show the story’s turning point: Daniel’s consistent practice continues after the decree, the watchers verify it, and the formal accusation reaches the king, setting up the king’s dilemma and the impending punishment.
Historical Context
The passage reflects life under a major imperial bureaucracy in the Medo-Persian world, where high officials could use administrative procedures to target a rival. Royal orders are presented as fixed once signed, and the accusers appeal to that expectation when addressing the king. Daniel is identified as an exile from Judah, which marks him as an outsider serving in a foreign court.
