What does “no one could deliver” mean? Some take it as absolute—no human power can stop the ram at this stage. Others treat it as scene-level language meaning “no one in the vision’s world could successfully resist,” without claiming the empire is literally unstoppable in every circumstance.
The passage mixes very specific place-names with repeated reminders that the experience is “in the vision.” Also, the language about irresistible power and self-magnifying can be read either as literal totality or as the normal rhetorical way empires are described when they are ascending.
