He addresses the Lord as “great and dreadful,” emphasizing God’s weight and seriousness. He also describes God as the one who keeps “the covenant” and lovingkindness toward those who love him and keep his commandments—linking God’s faithful commitment with a relational response of love and obedience.
A piled-up confession of turning away Daniel speaks for the group (“we”) and strings together multiple descriptions of their wrong: they have sinned, acted perversely, done wickedly, rebelled, and turned aside. The turning aside is specified as moving away from God’s precepts and ordinances—his stated instructions and decisions.
Rejecting prophetic warnings across the whole society Daniel adds that “we” did not listen to God’s servants, the prophets. These prophets spoke “in your name,” meaning they claimed God’s authority for their message. Their audience is broad: kings, princes, fathers, and all the people of the land, implying a comprehensive refusal rather than a narrow, private failure.
Literary Context
These verses sit at the front end of Daniel’s extended prayer in chapter 9, which follows Daniel’s reading of Jeremiah about a set period for Jerusalem’s desolation (the lead-in comes just before this section). The prayer’s opening move is deliberate: Daniel starts with who God is before describing what “we” have done. The logic flows from God’s reliability (covenant and loyal love) to Israel’s multi-layered unfaithfulness (actions, turning aside, and ignoring prophetic warnings). This opening sets up later parts of the prayer that will continue to confess national failure and appeal for God to act.
Historical Context
Daniel 9 is framed in the period when Judeans were living under foreign rule after Jerusalem’s downfall, with leadership structures disrupted and people scattered. Daniel’s prayer reflects a community trying to make sense of national disaster by looking back at long patterns of disobedience and ignored warnings. The mention of prophets speaking to kings, princes, fathers, and “all the people” points to many generations and social levels being addressed, not just one group. This setting fits the exile-era memory of repeated prophetic calls prior to and during the collapse of Judah.
Theological Significance

Some readers take “dreadful” mainly as “terrifying,” stressing God’s power to judge; others hear it as “awe-inspiring,” stressing reverent fear more than terror. Both readings keep the basic point: Daniel approaches God with seriousness and respect (v. 4).
Some also differ on whether Daniel is confessing his own personal sins when he says “we have sinned.” One view says he includes himself because he is part of the people and speaks representatively; another says he speaks as an intercessor for the nation even if his personal life is not the focus here. Either way, the text is clearly corporate in emphasis (“we,” “our”) (vv. 5–6).
The wording can carry more than one shade of meaning (“dreadful”), and the prayer’s corporate language can be read either as personal inclusion or as representative speech. The passage itself does not pause to clarify Daniel’s personal moral record; it highlights the community’s shared history of disobedience and ignored warnings.
These verses set a pattern for understanding Israel’s crisis: the confession starts with God’s faithful character (v. 4) and then names the people’s long-term, wide-ranging unfaithfulness (vv. 5–6). The failure is not described as vague regret but as turning away from God’s revealed instruction and refusing prophetic correction across leadership and ordinary people. The passage also links covenant loyalty and “lovingkindness” with a relational response (“those who love him and keep his commandments”), establishing the moral framework Daniel uses as he continues the prayer.
