This unit sits in the section where Moses prepares Israel for covenant renewal once they enter the land (Deuteronomy 27). The scene assumes Israel is still on the east side of the Jordan, being instructed for an event to occur soon after entry into Canaan. Naming tribes reflects Israel’s organization as a confederation of kin groups, where public actions are carried out representatively yet in view of “the people” as a whole. A second question is what “bless the people” includes. Some think it refers to a set of spoken blessings that correspond to the curses (even if Deuteronomy 27 records only the curses, with blessings appearing elsewhere in the book, such as Deuteronomy 28:1). Others think “blessing” here is a broader label for the ceremony’s positive covenant outcomes, without requiring a matching list of blessings in this chapter.
The verses give assignments but not a script or a description of speaking roles. The next section (27:14–26) focuses on spoken curses and mentions Levites, which raises the question of whether the tribes are speakers or witnesses. Also, the chapter’s recorded material is weighted toward curses, which makes readers ask how the “blessing” side of the ceremony was expressed.
