Couriers and urgency The king’s mounted couriers ride out on fast animals used for royal service. The narrator stresses they are pushed forward by the king’s command, and the decree is also officially posted in the palace complex at Susa, making it publicly known at the center of power.
Mordecai’s public elevation and the city’s response Mordecai exits the king’s presence wearing clothing associated with high honor: blue and white fabric, a prominent gold headpiece, and a purple-and-linen robe. As his status becomes visible, the city of Susa responds with loud celebration and gladness, marking a public reversal from the earlier threat.

Literary Context
This unit closes the immediate aftermath of the counter-order authored in Esther 8, following the earlier unrevoked order of destruction from Haman in Esther 3. After Esther’s intervention and Haman’s fall (Esther 7), the story highlights how imperial communication changes public reality: one written command had created dread, and a second written command now produces relief and celebration. These verses focus less on the content of the order (already stated earlier in the chapter) and more on how quickly it spreads and how dramatically public mood reverses in response.
Historical Context
The scene fits an Achaemenid Persian setting with a far-flung empire organized into many provinces and dependent on rapid courier systems to distribute the king’s written decisions. Susa (Shushan) functions as a royal center where decrees are issued and then copied outward. Because Persian royal orders are presented as binding once published, the practical way to address an earlier order is not to erase it but to send a new one that reshapes what subjects may do on the set day. Public celebrations, feasts, and visible symbols of status communicate political shifts quickly to a mixed urban population.

Mordecai’s visible honor at court becomes a public sign that the political wind has changed, and Susa’s mood flips from dread (earlier in the story) to celebration. The Jews’ experience is summarized with strong, positive terms—“light,” joy, and honor—showing both emotional relief and improved standing.
Finally, the text notes a broader social ripple effect: many non-Jews “became Jews,” and the stated reason is that fear of the Jews fell on them. Whatever else is inferred, the narrator presents a real shift in how other peoples relate to the Jewish minority.
Two phrases invite more than one reasonable reading.
First, “the Jews had light” can be read as figurative language for relief after danger, or as language that also hints at renewed dignity and public acceptance. The text itself does not define “light,” so interpreters weigh whether the emphasis is mainly emotional (fear replaced by relief) or also social (shame replaced by honor).
Second, “many…became Jews” can be taken as full religious conversion (joining the Jewish people and their worship), or as a more pragmatic identification for safety and political alignment. The passage gives a motive (“fear”), but does not spell out what actions “became Jews” involved.
The story reports outcomes but stays brief on inner details: it describes public effects (celebration, feasting, outsiders joining) without narrating instruction, ritual steps, or long-term follow-up. That lack of detail leaves interpreters deciding how literally to take “became Jews,” and how much meaning to place in “light” beyond a vivid summary of mood.
Explicitly, the passage shows the empire-wide spread of the counter-order and its immediate impact: urgency in delivery, public posting, and a dramatic reversal in the capital and beyond. It also shows how public symbols of honor (Mordecai’s clothing and status) function as political communication.
By inference, it portrays how vulnerable communities can experience sudden social reversal through shifts in power, and how surrounding populations may respond by recalculating risk and allegiance. The text frames that outsider response primarily in terms of fear, not admiration, which keeps the focus on political reality rather than idealized motives (compare the earlier fear produced by the first decree in the narrative flow; see Esther 3:15).
