The setting assumes Israel living as an enslaved or controlled workforce within Egypt’s state system, where travel and assembly could be treated as political risk. “See, evil is clearly before your faces” (v.10). Some take “evil” as Pharaoh accusing them of bad intent or a dangerous plan. Others take it as Pharaoh predicting that harm will come to them if they proceed (a threat or warning).
A smaller question appears in v.11: when Pharaoh says, “that is what you desire,” some read him as deliberately misrepresenting Moses’ request (as though they only asked for the men). Others read him as asserting his own definition of what “serving Yahweh” should mean.
Why the disagreement exists The Hebrew wording can carry more than one sense for “evil,” and the line can work as either accusation or warning depending on how Pharaoh’s tone is heard. Similarly, “Yahweh be with you” can function as genuine piety in some settings, but in this scene it sits inside a refusal, making irony plausible. The passage itself gives the outcome (rejection and expulsion) but does not explicitly label Pharaoh’s inner attitude, so interpreters infer it from the rhetorical shape of the speech.
What this passage clearly contributes This scene shows Pharaoh shifting from “permission” to “permission with constraints,” using selective allowance as a tool of control. Moses’ insistence that everyone goes (including children) makes worship and identity corporate, not merely representative.
