Because v. 10 compresses the story into a single explanatory line, it does not spell out the inner mechanics of how divine action and human choice interact.
This summary highlights the narrative logic of the plague cycle: Pharaoh’s persistent refusal does not stop Yahweh’s plan; it becomes the stage on which Yahweh’s power is displayed repeatedly in Egypt’s land (land).
