This section sits near the end of Israel’s travel from the sea to Sinai (Exodus 12–18), after repeated experiences of need, complaint, and provision in the wilderness. It follows Jethro’s arrival and family reunion with Moses (18:1–7) and leads into Jethro’s practical advice about judging disputes (18:13–27). The passage functions as a pause in the travel narrative: it gathers past events into a spoken summary, highlights an outsider’s response, and shows Israel’s leaders united in worship and table fellowship “before God.”
Historical Context
The setting assumes Israel has recently left Egyptian control and is encamped in the Sinai region, near “the mountain of God” (18:5). Jethro is identified as Moses’ Midianite father-in-law, coming from a nearby people group with its own traditions and worship practices. In the ancient Near East, victories and defeats were often interpreted in relation to a people’s gods, and public blessings and sacrifices were normal ways to honor a deity after a major deliverance. Shared meals could mark alliance, peace, or mutual recognition between parties and their households.
Theological Significance
Moses’ report is framed as a total account (“all”) of what Yahweh did: judgments on Pharaoh and Egypt “for Israel’s sake,” the real “hardships” on the way, and the outcome that Yahweh “delivered” them through those troubles (v.8). The passage treats Israel’s rescue as both historical and meaningful: it displays Yahweh’s power and “goodness” (v.9).

Jethro’s response is not private admiration but public speech and shared worship. He rejoices, blesses Yahweh as deliverer from Egypt’s “hand,” and then participates with Israel’s leaders in sacrifice and a meal “before God” (vv.9–12). The scene portrays worship and table fellowship as fitting responses to deliverance, and it places a non-Israelite family member alongside Aaron and the elders in acknowledging Yahweh.
Two lines invite different conclusions beyond what is explicitly stated.
First, Jethro says, “Now I know that Yahweh is greater than all gods” (v.11). Some readers take this as Jethro moving from partial knowledge to settled conviction that Yahweh alone is truly God. Others read it as a comparison statement typical of the ancient world: Jethro recognizes Yahweh as superior in this event without necessarily denying the existence of other gods.
Second, “because of the thing in which they dealt arrogantly against them” (v.11) raises questions about who is being described (“they”) and who suffered (“them”). Most naturally it points back to the Egyptians (and Pharaoh) acting arrogantly toward Israel, and the reversal of that arrogance becoming evidence of Yahweh’s superiority. But the wording is brief enough that interpreters differ on how much detail is implied.
Why the disagreement exists The text gives Jethro’s conclusion but not his full backstory: it does not spell out his prior beliefs, whether he had already honored Yahweh, or what he thought about other gods. Also, the phrase “greater than all gods” can function either as absolute devotion language or as victory language from a setting where many nations had their own deities. The pronouns in the arrogance line are also compressed, leaving the reader to supply the most likely referents from context.
