Killing, and a distinction between intentional and accidental Verse 12 states a baseline: if someone strikes a man and the victim dies, the striker is to be put to death. Verse 13 immediately qualifies that baseline for a different kind of case: if the death was not intended, described as something “God allows” to occur, then the response changes. Instead of execution, a specific place will be appointed where the killer can flee.
