1) What exactly was “wrong” with the first covenant? Some readers think the text implies the first covenant itself was inadequate as a covenant arrangement for bringing God’s intended outcome to completion. Others think the main problem was not the covenant’s content but the people’s inability to keep it, so the “fault” is located in human unfaithfulness rather than in God’s earlier covenant.

2) What does “first covenant” refer to? Many take it as the Sinai covenant in particular (the Mosaic covenant). Others take it more broadly as the entire earlier covenant order connected with priests, tabernacle/temple service, and the law, without restricting it to Sinai alone.

3) What are the “better promises”? The passage does not list them. Some infer they are promises connected with inner change, full forgiveness, and direct access to God (because the chapter soon quotes the “new covenant” promise). Others keep the reference more general: whatever God promises in the new covenant is, as a whole, stronger and more effective than what was promised under the first.

Why the disagreement exists These verses state the comparison (better ministry, better covenant, better promises) but do not yet explain details.
