The threat sounds overwhelming Isaiah opens with a lament-like cry (“Ah”) and describes “many peoples” and “nations” as deafening and forceful. Their movement and sound are compared to the sea’s roar and to powerful waters flooding forward, stressing magnitude, noise, and momentum.
The surge is checked and scattered The nations do rush like many waters, but then “he” rebukes them, stopping the advance. The result is a rapid retreat: they flee far away and are driven like mountain chaff before wind, or like dust spun up before a storm—light, unstable, and easily dispersed.
Terror at night, disappearance by morning The scene turns to timing: in the evening there is shock and dread, but by morning the attackers are gone. The final sentence applies the scene as a settled outcome: this is the assigned share for those who plunder and rob “us,” identifying the speaker with the threatened community.
Literary Context
These verses close a larger set of warnings in Isaiah 17 that began with an announcement against Damascus and broadened to describe collapse, thinning populations, and only a small remainder left. The chapter also critiques misplaced reliance on human strength and alliances, urging attention back to Israel’s Maker. Verses 12–14 function like a final snapshot: the nations’ roar is real, but the end is swift and decisive. The concluding line (“this is the portion…”) turns the scene into a summary verdict about aggressors’ fate.
Historical Context
Isaiah spoke in Judah during a time when Assyria’s expansion repeatedly pulled small states into fear, coalitions, and sudden invasions. Damascus (Aram) and the northern kingdom of Israel were entangled in regional power plays that pressured Judah and destabilized the area. The imagery of many peoples “rushing” fits an era when large imperial forces could sweep across the Levant quickly, besiege cities, and then move on. The passage reflects the lived anxiety of impending attack while asserting that such military surges can collapse just as quickly.
