39:19-20Meaning
God asks who gave the warhorse its power and splendor God begins with two questions: did Job give the horse “might,” and did Job dress its neck with a shaking mane. The point is that the horse’s strength and striking appearance are gifts outside Job’s power. Then God asks if Job makes it leap like a locust—quick, springing motion—and describes the “glory” of its snorting as fearsome.
