Many signs, yet the reported message is not received Even after Jesus has done many signs “before them,” the overall response is non-response: they do not believe in him. The point is not merely that evidence was absent, but that the expected reception of God’s message did not happen.

Literary Context
This paragraph comes near the end of Jesus’ public ministry in John. Just before it, Jesus speaks about being “lifted up” and urges people to walk in the light while they have it; then he withdraws from public view. John now steps back and summarizes the mixed public response to Jesus’ signs, giving an interpretive explanation that ties the response to Scripture. After this summary, the narrative turns toward the final meal, private teaching, and the passion account (John 13 and following), shifting from public debate to intimate preparation and conflict reaching its climax.

The scene assumes a setting where public signs and teaching happen in a charged social world: Roman rule in Judea, temple-centered religious leadership, and local synagogue communities that shaped belonging. “Rulers” and “Pharisees” represent influential leadership networks, and being “put out of the synagogue” points to real social cost: loss of communal status, participation, and support. John’s language also reflects later memories of tension between Jesus-followers and synagogue life, so the fear of public confession is not only personal timidity but a recognizable pressure within communal and institutional structures.

A quieter belief constrained by fear and desire for approval John immediately qualifies the bleak summary: many among the rulers did believe in him. John is closing out Jesus’ public ministry by explaining a paradox: Jesus did many public signs, yet the dominant response was unbelief (vv. 37–38). John says this outcome matches Isaiah’s earlier complaint that God’s message (“report”) and God’s power (“arm of the Lord”) were not received.

1) What does “they couldn’t believe” mean alongside “they didn’t believe”? Some readers take vv. 37 and 39 as a progression: repeated refusal in the face of clear signs leads to a settled condition described as “couldn’t believe.” Others read “couldn’t” as describing a divine judgment already in effect during the public ministry, so the inability is not mainly the end-result of earlier choices but part of God’s larger purpose being worked out.
2) In Isaiah’s words, who is doing the blinding and hardening? The quotation says “He has blinded… he hardened…” (v. 40). Some interpret that as God actively causing the blindness/hardening. Others think the language is a biblical way of speaking about God handing people over to the consequences of their refusal—God is still the ultimate actor in the story, but the hardening is also truly tied to human resistance.
3) What kind of “belief” did the silent rulers have? Some think v. 42 describes genuine belief that lacks public confession because of fear. Others argue John portrays their “belief” as inadequate or incomplete because it will not come into the open, and v. 43 explains why their response falls short.
