Verses 4–7 function as an embedded explanation inside the circumcision account, answering the question, “Why is this necessary now?” The logic emphasizes a break between the exodus generation and their children, setting the stage for the new generation’s life in the land.
Historical Context
The scene assumes a people group transitioning from nomadic wilderness life into settled landholding life, with leadership under Joshua. Canaan at this time is portrayed as a patchwork of local city-kingdoms rather than a single unified state, which frames the coming conflicts as many smaller engagements. The passage also assumes an earlier exodus from Egypt and a long period of wandering measured as forty years, during which a whole cohort of fighting-age men dies off. The circumcision described is presented as a practical, communal action taken at a temporary camp location (Gilgal) immediately after entry into the land.

Some argue it was neglected as part of the wider disobedience and breakdown after the exodus generation’s failure. Others think there may have been situational barriers (constant travel, instability, or the unsettled state of the community) without denying the passage’s moral explanation for the generation’s demise.
The passage gives an explicit what (a new uncircumcised generation) and an explicit why for the previous generation’s death (not listening), but it does not explicitly state why the rite itself was not carried out during the journey. Readers must infer the missing link, and the wording “all the people” can be heard either as shorthand for males or as a community-wide emphasis.
