Literary Context
These verses follow directly after Samson’s betrayal and loss of strength when his hair is cut (16:19–20), and they set up what comes next in the Gaza temple episode (16:23–30). The writer moves from private disclosure and sudden weakness to public capture and ongoing humiliation. Verse 21 lingers on a chain of actions done to Samson—seized, blinded, brought down, bound, made to grind—showing him acted upon at every step. Verse 22 slows the pace with a single “however” line that points forward and creates suspense about whether the story’s outcome is settled.
Historical Context
The Philistines were a dominant coastal people in the southern Levant during the early Iron Age, pressing inland against Israel’s hill-country tribes. Gaza was a major Philistine city and a strategic center for trade and military control. Blinding a captured enemy and assigning forced labor in a prison fit known ancient patterns of humiliating and neutralizing defeated opponents. Grinding grain was hard, repetitive work commonly associated with the lowest-status labor, and in a prison setting it functions as both punishment and utility. Metal restraints underline the intent to prevent escape and display dominance.
Theological Significance
These verses present a total reversal in Samson’s situation. The feared deliverer is now the one acted upon at every step: captured, blinded, transported, shackled, and put to grinding work inside a prison (explicit in v.21). The narrative highlights humiliation and control as the Philistines neutralize him.

At the same time, v.22 adds a quiet counter-note: after being shaved, Samson’s hair starts to grow again (explicit in v.22). The line does not explain motives or outcomes yet, but it signals that the story is not finished.
Some readers take “put out his eyes” as straightforward physical mutilation. Others think it could be a compressed way of saying he was permanently disabled and made helpless, without describing the exact method. Either way, the point in the passage is that the Philistines intentionally remove his ability to function freely.
Some also differ on how strongly v.22 is meant to signal a coming reversal. It can be read as a simple detail that time passed in prison, or as a deliberate hint that Samson’s earlier loss (associated with shaving) is beginning to be undone.
