Verse by Verse
Reduced items for a poor person If the person is poor and cannot afford “so much,” the required package is adjusted. He brings one male lamb for the reparation offering, a smaller grain portion mixed with oil, a log of oil, and two birds—whatever birds he can afford. One bird is designated as the sin offering and the other as the burnt offering.
Presentation on the eighth day On the eighth day the person brings these items to the priest at the entrance of the tent of meeting, before Yahweh. The priest takes the reparation-offering lamb and the log of oil and waves them as a presentation before Yahweh.
Blood and oil applied to ear, hand, and foot The lamb is killed, and the priest puts its blood on the right ear tip, right thumb, and right big toe of the person being cleansed. The priest then pours oil into his left palm, sprinkles some of it seven times before Yahweh, and puts oil on the same right ear/thumb/toe locations—specifically on the place where the blood was applied. The remaining oil in the priest’s hand is put on the person’s head, completing the atonement step described here.
Literary Context
This unit sits inside the longer set of instructions for handling a healed skin condition and restoring the person to normal community and worship life (Leviticus 14). Earlier verses describe the usual, fuller offering package on the eighth day; these verses explain what changes when the person lacks resources. The passage repeats the same order and many of the same actions as the standard procedure, but swaps in less costly animals and smaller portions where permitted. It ends with a brief summary line marking this as the rule for someone who cannot afford the normal cleansing requirements.
Historical Context
The setting assumes Israel’s tabernacle-based worship system, where a priest oversees examinations and offerings at “the door of the tent of meeting.” Animals, oil, and grain function as concrete, valuable goods in an agrarian economy, so the text directly addresses economic inequality by allowing substitutes “such as he is able to get.” The ritual actions (waving, applying blood and oil, sprinkling before Yahweh) reflect a world where public worship and community standing were tightly linked, and priests served as the authorized administrators of these procedures at the sanctuary.
Theological Significance
This passage assumes a person has been healed and is now completing a public, priest-supervised process to be restored to normal worship and community life (vv. 23, 32). It also assumes that offerings are valuable goods, and that people will not all have the same ability to pay. So it builds a lawful, recognized path for the poor to complete cleansing “such as he is able to get” (vv. 21–22, 30–32).

Others are more cautious and treat the meaning as mostly ritual: these are the prescribed markers of restoration, without needing a detailed symbolic map. Both views agree that the actions publicly mark the person’s change in status (vv. 25, 28–29).
What “before Yahweh” emphasizes. Some take it mainly as location language (at the sanctuary entrance where God is specially approached). Others hear it as audience language (done in God’s sight/for God’s acceptance), even when the action is performed by the priest. The passage supports both emphases by repeatedly pairing “before Yahweh” with priestly actions at the tent of meeting (vv. 23–24, 27, 29, 31).
The text gives detailed steps but does not explain the reasoning behind each gesture (especially the right ear/thumb/toe). Likewise, the repeated phrase “before Yahweh” can naturally be heard as both “at the authorized place” and “in the presence of the one who receives the offering,” and the passage does not force only one of those senses.
