Changing clothes, washing, and resuming public offerings Aaron returns to the tent of meeting and removes the linen garments he wore for entering the holy place, leaving those garments there. He then washes his body with water in a holy place and puts on his regular garments. After that, he comes out and offers burnt offerings—one for himself and one for the people—described here as completing atonement for both.
Burning the fat portion The text adds a specific finishing action: the fat of the purification offering is burned on the altar. This continues the pattern that certain parts go on the altar even when other parts are handled differently.

Leviticus 16 gives a step-by-step account of the annual Day of Atonement service, explaining how the high priest may enter the most restricted holy area and how the sanctuary and community are dealt with through carefully ordered actions. Earlier in the chapter, Aaron puts on special linen garments, offers sacrifices, brings blood into the holy place, and sends one goat away “for Azazel.” This passage describes the “winding down” steps: removing the linen garments, washing, and completing remaining offerings, then disposing of the purification-offering carcasses and handling the wash requirements for those involved.
Historical Context
The passage assumes Israel is camped with the tabernacle at the center, with clear boundaries between the sanctuary area and the ordinary living space of the people. Priests serve as authorized workers who can move closer to the sanctuary than others, but even they follow strict procedures after handling blood, carcasses, or other highly restricted items. “Outside the camp” functions as a designated place beyond everyday communal life where certain remains are taken and burned. Washing clothes and bathing the body signal a controlled return from restricted ritual tasks back into normal community space.

Disposal outside the camp and cleansing afterward The bull and goat used as purification offerings—the ones whose blood was taken into the holy place—are taken outside the camp. They are burned in fire, including skin, flesh, and dung, indicating total destruction of the remains. The person who burns them must also wash his clothes and bathe his body, and only then may he come back into the camp.
These verses describe the “winding down” of the Day of Atonement service after the most restricted inner-sanctuary actions. The sequence is careful and orderly: Aaron changes out of the special linen clothing, washes, puts on his regular garments, and then completes further offerings (vv. 23–25). Other workers connected to the goat sent away and to the burning of the purification-offering remains also wash and bathe before returning to the camp (vv. 26, 28).
A repeated theme is controlled movement between spaces: the tent of meeting, “a holy place,” the altar area, the camp, and “outside the camp.” Contact with the goat sent away or with the carcasses does not end the ritual; it triggers a required transition back to ordinary community life by washing clothes and bathing the body.
Two points are debated because the text is brief.
First, “leave them there” (v. 23): some read this as simple storage for later use on future Day of Atonement services; others think it implies the linen garments are set apart from ordinary circulation in a stronger way, even if the text does not say what happens afterward.
Second, “Azazel” (v. 26): some understand it as the name of a place or destination in the wilderness; others take it as a personal being or figure connected with the wilderness; others treat it as a label for the removal rite itself. In this unit, the practical point is clear either way: the handler must wash and bathe before reentering the camp.
The passage gives actions without extra explanation. It does not specify the later fate of the linen garments, it does not locate “a holy place” with precision, and it does not define “Azazel.” So interpreters infer details from broader ritual patterns in Leviticus 16 and from how similar terms are used elsewhere.
It shows that atonement day involves more than a single moment; it includes “closing” procedures that protect boundaries between holy space, ordinary camp life, and “outside the camp.” It also clarifies that different offerings have different treatments: fat is burned on the altar (v. 25) while the purification-offering carcasses whose blood went into the holy place are burned completely outside the camp (vv. 27–28). The repeated wash-and-return pattern underscores that authorized participation still requires cleansing steps before normal community reentry.
