Second, the final exception (v. 30) raises the question of what exact situation is meant by blood being brought “into the tent of meeting to make atonement in the holy place.” Many read it as cases where blood is used in a more interior sanctuary rite; therefore the meat is not eaten but burned. Others read it more broadly as any instance where blood is taken inside for atonement purposes, emphasizing that the more the blood rite moves inward, the less the priests treat the meat as food.
The passage states clear rules but does not fully explain why some contact leads to washing, some to breaking a pot, and some to burning the entire offering.
