Commissioning the Twelve Jesus summons the Twelve as a group and gives them both capability and the right to act against “all demons” and to cure diseases. He then sends them out with a two-part mission: to announce God’s kingdom and to heal the sick. The passage links their message and their actions, presenting them as a coordinated extension of Jesus’ work.
Travel practice and how to handle reception Jesus tells them to take nothing extra for the road—no staff, bag, food, money, or spare clothing—so their mission proceeds without normal travel security. When welcomed, they should stay in one house rather than shifting around. When rejected by a town, they are to leave and shake dust from their feet as a “testimony against them,” a public act signaling that the refusal matters.

The travel instructions and the response to rejection prepare for mixed reception throughout Luke’s story. The closing focus on Herod introduces political attention and suspense: the ministry is no longer only a local religious matter but something rulers hear about and worry over.
Historical Context
Galilee in this period was under Roman oversight but managed day to day by local rulers, including Herod Antipas, called a “tetrarch,” meaning a regional ruler with limited authority. Villages were connected by footpaths, and travelers commonly relied on hospitality networks rather than carrying many supplies. Healing and exorcism were widely recognized categories of help, and reports about striking public figures traveled quickly by word of mouth. Memories of John the Baptist’s execution would still be fresh, making it plausible that rumors and speculation would swirl when another powerful preacher drew crowds.

Herod’s confusion and curiosity Herod the tetrarch hears of what is happening and becomes perplexed. People offer competing explanations: John has been raised, Elijah has appeared, or an earlier prophet has returned. Herod rejects the John explanation by recalling John’s beheading, yet he still cannot identify who Jesus is. The unit ends with Herod seeking to see Jesus, setting up future tension around political interest and public rumor.
Luke presents Jesus as the one who can share his own effective ability and right to act. He gathers “the Twelve” and gives them “power and authority” aimed at concrete evils named in the passage: demons and diseases (vv. 1–2). Their work is not only speaking; it is a paired mission of announcing God’s reign and bringing relief through healing (vv. 2, 6).
The travel instructions (vv. 3–4) frame the mission as urgent and dependent on local reception rather than on normal travel resources. The response to rejection (v. 5) shows that refusal is not treated as morally neutral; it is publicly marked as significant.
Herod’s reaction (vv. 7–9) adds another layer: Jesus’ ministry now reaches political ears. Luke depicts a ruler who is unsettled, trying to make sense of Jesus through existing categories (John, Elijah, “a prophet of old”), and who wants to see Jesus.
1) How far the Twelve’s “power and authority” extends. The text explicitly mentions authority over demons and diseases (v. 1). Some readers infer this authority is limited to those areas in this mission. Others infer Luke expects the reader to see a broader share in Jesus’ ministry power more generally, even if only two areas are named here.
2) “No staffs”: none at all, or none extra? Luke’s wording can be read as a strict prohibition (no staff). Some readers harmonize it with other Gospel instructions that mention a staff, concluding the point is “no extra equipment.” Others treat Luke’s version on its own terms: traveling without even standard supports highlights dependence and simplicity.
3) “All that was done by him” (v. 7): by Jesus or by the disciples? Since the immediate context describes the Twelve going out (v. 6), some take “by him” as referring to Jesus as the source behind what the disciples do, or as a general reference to Jesus’ movement. Others think Luke is shifting attention back to Jesus directly as the primary public figure being discussed.
Why the disagreement exists Luke’s brief summaries invite inference. He reports outcomes (“preaching… healing everywhere”) without detailing limits, and he compresses public rumor (“it was said by some…”) without clarifying which reports are closest to the truth. Also, differences in wording across the Gospels push readers either to blend the accounts or to treat each account as a distinct emphasis.
What this passage clearly contributes This unit shows Jesus extending his mission through appointed representatives: proclamation of the kingdom of God is presented alongside acts that confront demonic oppression and physical sickness (vv. 1–2, 6). It also shows how Jesus prepares them for mixed reception, including a visible sign that rejection has weight (v. 5). Finally, it portrays growing public and political scrutiny: Jesus is being interpreted through familiar religious expectations (John/Elijah/prophet), and Herod’s unease foreshadows that Jesus’ work will not remain a private religious concern (vv. 7–9).
