Jesus resumes ministry after directing the twelve Jesus completes his instructions to the twelve disciples and then leaves that place. He continues by teaching and proclaiming his message in the towns connected with the disciples (“their cities”), keeping the focus on active, outward ministry.
John’s prison question John, hearing reports about what “the Christ” is doing while he is imprisoned, sends two of his disciples as representatives. The question they bring is sharply framed: Is Jesus the one who is coming, or should they expect a different figure?
Jesus’ answer as a public report Jesus tells the messengers to return to John with what they can verify: what they hear and see. He lists concrete changes—blind people seeing, lame people walking, people with skin disease being cleansed, deaf people hearing, dead people being raised, and poor people having good news announced to them.
Literary Context

Instead of offering a direct yes-or-no reply, Jesus frames his answer as a report of what is being seen and heard, letting actions carry the weight of his response. The final saying about not stumbling prepares for further discussion of how different people respond to Jesus in the surrounding sections.
Historical Context
The scene assumes a setting where teachers and prophets could gather followers called disciples, and where those disciples might travel as messengers between leaders. John is described as being in prison, which fits a world where rulers could detain public figures viewed as disruptive or politically risky. Jesus is depicted moving through “their cities,” teaching and announcing a message in public. The list of healings reflects common first-century hopes for deliverance from illness, disability, and social exclusion, and it suggests that public reports about a leader’s deeds could spread quickly and shape expectations.
Theological Significance
Matthew presents John the Baptist, now imprisoned, as hearing reports about what Jesus is doing and sending messengers with a direct question: is Jesus “the coming one,” or should they expect someone else (vv. 2–3). Jesus does not answer with a simple title claim. He tells them to report what they can verify—what they “hear and see”—and he lists outcomes that match God’s restoring work: sight, mobility, cleansing, hearing, life, and good news to the poor (vv. 4–5). He ends with a blessing for the person who is not tripped up by him (v. 6).

What “the coming one” means. Many take it as a specific expected figure (the awaited deliverer). Others take it more generally as “the one God promised to send,” without assuming every detail of what that would look like.
What “stumble because of me” targets. Some see the stumbling as offense at Jesus’ unexpected methods (mercy, healing, and preaching rather than immediate judgment). Others emphasize disappointment at the timing—Jesus’ works are real, but not matching the hoped-for sequence of events.
Matthew reports the question and Jesus’ action-focused reply, but he does not tell us John’s inner motives. Likewise, Jesus’ list of deeds is clear, while the exact expectation behind “the coming one” and the precise reason someone might “stumble” are only implied, not spelled out.
This unit contributes a picture of Jesus’ identity being recognized through observable works rather than slogans: his answer points to concrete signs that can be “heard and seen” (vv. 4–5). It also shows that even respected figures like John can raise real questions about Jesus’ role and timing (vv. 2–3). Finally, the closing blessing (v. 6) makes it explicit that Jesus may become a point of offense or disappointment, and that steadiness in relation to him is commendable.
