In Herod’s reasoning, this would account for the unusual powers at work in Jesus.

The arrest was connected to Herodias, identified as the wife of Herod’s brother Philip. John had confronted Herod directly, saying it was not lawful for Herod to have her.

Literary Context
This scene follows a stretch where Jesus’ activity and reputation expand, including the sending of the disciples and growing public responses. Matthew pauses the forward movement of Jesus’ ministry to show how political power hears about Jesus and reacts. The passage also prepares the reader for the later account of John’s death by giving the immediate reason for John’s imprisonment and by showing the tension between a ruler’s private desires and public pressure. It contrasts different kinds of “reports”: what people say about Jesus and what Herod says within his own circle.
Historical Context
Herod here is Herod Antipas, a local ruler under Roman oversight, governing Galilee and Perea as a “tetrarch,” not a king. Such rulers depended on keeping order and managing public opinion, especially around popular religious figures. John the Baptizer appears as a widely respected public preacher whose moral criticism could become politically dangerous. Marriage and family alliances among ruling households were also political matters, and public challenges to them could threaten legitimacy. Prisoning a figure like John could quiet him without immediately provoking unrest from supportive crowds.
Theological Significance
Matthew pauses the story of Jesus’ ministry to show how political power reacts when Jesus’ reputation spreads. The text explicitly says Herod Antipas (a local ruler, “tetrarch”) hears reports about Jesus and concludes that Jesus is John the Baptizer raised from the dead (vv. 1–2). Whatever the “reports” contained, Herod’s reaction highlights that Jesus’ works are widely known and seen as extraordinary.

Two places invite careful interpretation.
First, Herod’s statement in v. 2: some read it as a genuine belief that John has returned from death; others hear it as a defensive, troubled explanation—guilt and fear talking in front of his servants. The text reports what he said, but it does not directly explain his inner motives.
Second, John’s words “It is not lawful for you to have her” (v. 4): some take “not lawful” mainly as a claim from God’s law as John understood it; others think it also carries a broader “not right / not acceptable” sense that would include public custom and political legitimacy. The passage itself ties it to John’s moral confrontation without spelling out which legal framework John is invoking.
