The first hiring and a set wage Jesus says the kingdom of heaven is like a household master who goes out early to hire vineyard workers. With the first group, he makes a clear agreement: one denarius for the day. After settling the terms, he sends them into his vineyard to work.
A later hiring with an open-ended promise Around the third hour, the landowner goes out again and sees others in the marketplace standing with no work. He tells them to go to the vineyard too, and he will give them “whatever is right” (right in the sense of what is fair/appropriate). They accept and go.
The pattern repeats through mid-day The landowner repeats the same action at about the sixth hour and again at the ninth hour. The text emphasizes the repeated initiative: he keeps going out and hiring more workers as the day progresses.
Literary Context
This scene begins a parable that runs beyond verse 7 and is introduced as an illustration of “the kingdom of heaven.” It follows teaching that reverses expected rankings (“last” and “first”), so the story is set up to challenge ordinary assumptions about how outcomes should match timing, status, or opportunity. Verses 1–7 focus only on the repeated hiring and the landowner’s promises, building suspense for the later question: how will payment be handled and how will the workers interpret what happens?
Historical Context
The picture fits everyday rural life in Roman-era Judea and Galilee: vineyards were common, seasonal labor needs were real, and landowners might hire extra hands as work demands became clear. Day laborers often gathered in a public place (a marketplace area) hoping to be hired for that day. A “denarius” was a typical day’s wage for ordinary labor, enough to set a concrete baseline. The time markers (“third… sixth… ninth… eleventh hour”) reflect a daylight work schedule, with late hiring implying little time left to work.
Theological Significance
Jesus introduces this story as an illustration of “the kingdom of heaven” (v.1). In vv.1–7 the focus is the landowner’s repeated initiative: he keeps going out, finds people still without work, and sends them into his vineyard (vv.1, 3, 5–7). The first group has a clear contract for a denarius (v.2). The later groups are not given a number; they are promised “whatever is right” () (vv.4, 7).

They explain it is not because they refused work, but because no one hired them. He sends them as well, again promising that they will receive “whatever is right.”
The passage also presents the late workers as available but unhired: they are “standing idle” and explain, “Because no one has hired us” (vv.3, 6–7). Up to v.7, nothing is said about the final wage outcome; the story is setting up expectations and tension for what comes next.
What “whatever is right” means (vv.4, 7). Some read it as a promise of proportionate fairness (pay matching hours worked). Others read it as intentionally open-ended language that prepares for a surprising, generous outcome later in the parable (not strictly tied to hours).
How closely the time groups map to real-life referents. Some treat the different hiring times mainly as narrative detail to make the later “first/last” reversal vivid. Others think the sequence is meant to picture different stages of response to God’s call (for example, earlier and later arrivals to the kingdom), though the text here does not explain the mapping.
Whether the workers’ idleness implies fault. Some hear the landowner’s question (“Why…idle?” v.6) as a mild rebuke, implying responsibility. Others see it as fact-finding that highlights lack of opportunity, reinforced by their answer (v.7).
Why the disagreement exists The story’s key phrase is intentionally unspecific: “whatever is right” does not define a rate or method (vv.4, 7). Also, Jesus has not yet given the payoff of the parable within vv.1–7, so readers anticipate the ending differently. Finally, parables often mix realistic details with symbolic weight, and vv.1–7 do not tell the reader which details carry the main meaning.
What this passage clearly contributes These verses portray the kingdom of heaven through a landowner who actively seeks workers across the whole day, including those still without work at the eleventh hour (vv.1–7). The first workers enter by explicit agreement (v.2); later workers enter by trusting the landowner’s judgment about what is “right” (vv.4, 7). The passage raises the central interpretive question that will govern the rest of the parable: how will the landowner define “right,” and how will the workers evaluate what happens?
