Yahweh addresses the leaders Yahweh speaks directly to Moses and Aaron. The verse’s main purpose is to identify who gives the instruction and who receives it, preparing the reader to treat what follows as an authoritative directive for the community.
Unit 2 (v. 2a): A standing rule introduced
The command is introduced as “the statute of the law” that Yahweh has commanded. The instruction is presented not as a one-time improvisation but as an established rule meant to govern Israel’s practice.
Unit 3 (v. 2b–2c): Israel must supply a qualified animal
Moses and Aaron are told to speak to the Israelites so they will bring a red heifer. The heifer must be “without spot,” have “no blemish,” and must never have had a yoke placed on it. The passage stresses the animal’s suitability by piling up requirements that exclude defects and prior work-use.
