A stronger delegation and a bigger offer Balak sends a second group of officials, described as more numerous and more prestigious than the first. They deliver Balak’s message: Balaam should not let anything stop him from coming. Balak promises “very great honor” and says he will do whatever Balaam asks, with the clear goal that Balaam would come and curse Israel for him.

The scene also sets up the next developments in the narrative by having Balaam travel with Moabite leaders, while reminding the reader that his speech will be constrained by what God gives him.
Historical Context
The setting assumes Israel is camped near Moab late in the wilderness period, and local rulers view Israel’s presence as a political and military threat. Kings commonly used envoys to negotiate and to offer payments or honors for services, and “honor” could include rank, gifts, and public recognition. A specialist like Balaam is approached as someone believed capable of influencing outcomes through spoken pronouncements, which neighboring peoples took seriously. The episode reflects a world of small kingdoms and shifting alliances east of the Jordan, where diplomacy, patronage, and fear shaped decisions.

Conditional permission and immediate departure God comes to Balaam at night and gives a conditional instruction: if the men have come to call him, he should rise and go with them. But God adds a strict constraint—Balaam must do only the word God speaks to him. In the morning Balaam gets up, prepares his donkey, and goes with the Moabite officials.
Balak escalates pressure. He sends a bigger, higher-status group and makes bigger promises: “very great honor” and a blank-check willingness to meet Balaam’s terms (vv. 15–17). The stated purpose is direct: Balak wants Balaam to come and curse Israel (v. 17).
Balaam answers with a clear boundary: even enormous payment cannot authorize him to go beyond “the word of Yahweh my God,” either “less or more” (v. 18). Whatever else is going on, the text presents Yahweh’s word as the controlling limit over Balaam’s speech and actions.
God then gives conditional permission: if the men have come to call him, Balaam may go with them, but he must do only what God speaks (v. 20). Balaam leaves the next morning with the Moabite officials (v. 21).
Some readers think Balaam is mostly obedient here: he repeats the right principle (God’s word over money), seeks updated instruction, then goes only after God allows it.
Others think Balaam is already compromised: asking for “more” guidance after an earlier refusal looks like fishing for a different answer, and his quick departure in the morning suggests he may be pushing past the conditional nature of God’s permission.
The key tension is how to read God’s “if” (v. 20) alongside Balaam’s immediate “went” (v. 21). The passage itself does not spell out whether the condition was clearly satisfied, or whether Balaam’s leaving is meant to look careful or eager. Also, Balaam’s request to hear “more” (v. 19) can sound either like responsible caution or like reluctance to accept a prior “no.”
This scene highlights competing authorities: Balak’s power, status, and rewards versus Yahweh’s word that sets boundaries (vv. 15–18, 20). It also sets up the story’s direction: Balaam will travel with Moabite leaders, yet his speech will be restricted to what God gives him (vv. 20–21). The narrative’s emphasis is less on Balaam’s bargaining skill and more on the claim that Israel’s fate cannot be controlled by hired curses when God limits what can be spoken. Numbers 22:20
