Mentioning believers “of Caesar’s household” suggests that some associated with the emperor’s broader staff, service network, or dependents were part of the same movement and were aware of the Philippians. “Caesar’s household” can refer either to an actual residence or to a wide service-and-dependents system connected to the emperor. The phrase itself does not specify job roles, rank, or location. Likewise, “especially” can mark emphasis for many reasons (closeness, prominence, or surprise), and the short closing does not spell out which one.
Explicitly, Paul (1) directs greetings to every believer in Philippi, (2) relays greetings from believers with him, (3) notes that believers near him—including a notable Caesar-connected subgroup—send greetings, and (4) closes with a blessing of Christ’s grace for the entire community (4:21–23).
