Historical Context
Verse 1 points to a later period of collecting and preserving earlier Solomonic sayings during the reign of Hezekiah in Judah (late 8th century BC). Royal administration depended on scribes and officials who recorded and organized teaching for governance, diplomacy, and judicial life. In such settings, the ability to investigate reports, manage advisers, and maintain court integrity mattered for stability. Honor and rank were public realities in palace and legal spaces, where seating and standing signaled status, and missteps could bring visible shame.

Two places draw different readings.
First, “God’s glory to conceal” (v.2): some take this as a general statement about God’s way of governing the world—God does not disclose everything and is not obligated to explain himself. Others think it points more narrowly to particular hidden matters (for example, mysteries of timing, providence, or guidance) that humans cannot fully uncover.
Second, “established in righteousness” (v.5): some read “righteousness” mainly as justice and ethical integrity in decisions. Others hear it more as stable rule—legitimacy and durability that come from removing corrupt influence.
The key words are broad. “Conceal” and “matter” can cover many kinds of information (public policy, court cases, secrets of rule, or larger questions of life). Likewise, “righteousness” can describe moral rightness and also the kind of order that makes a reign secure.
Explicitly, the text claims (1) this collection is preserved for royal life (v.1), (2) God’s honor includes keeping some things hidden (v.2), (3) royal honor includes careful investigation (v.2), (4) a king’s inner thinking is not easily accessible to others (v.3), (5) purging corrupt advisers strengthens rule (vv.4–5), and (6) status-seeking before rulers tends toward shame while granted honor tends toward safety (vv.6–7). Theologically by inference, it portrays God as the ultimate keeper of knowledge and rulers as accountable managers of limited knowledge, whose courts can either distort or support “righteous” governance.
