Historical Context
The passage assumes a time when Zion/Jerusalem is in a ruined or diminished state, since it speaks of “stones” and “dust” as objects of pity. That kind of language fits especially well with the period after Jerusalem’s destruction and during efforts to rebuild its community and central worship life. The psalm’s focus is not on naming an empire but on social reality: a humbled people, an exposed city, and a longing for public restoration. The hoped-for result is also public: other nations and kings notice a renewed Jerusalem and associate it with Yahweh’s displayed honor.

Second, how to take “Yahweh has built up Zion” (v.16). Some take it as describing something already completed (a past act that explains the nations’ response). Others take it as confident expectation stated as a certainty (as if the future is spoken of as already done).
The language can point in more than one direction. “Stones” and “dust” sound physical, but Zion often functions as more than geography, representing the community centered on Jerusalem. Also, the verbs move between “will arise” (future expectation) and “has built up / has appeared” (completed-sounding), which can be read either as sequence or as rhetorical certainty.
