Literary Context
Psalm 137 is a communal lament that begins with a vivid scene and then moves outward into explanation and response. Verses 1–2 set the emotional and physical location: exiles beside Babylon’s waters, grieving Zion and setting aside instruments. The larger psalm (beyond this excerpt) continues by describing the captors’ demands for songs, the community’s resolve not to forget Jerusalem, and later, intense speech against enemies. First, “rivers of Babylon” can be read as the city itself or as the broader Babylonian region with canals and waterways. Either way, the point is that they are in Babylonian territory, in an environment that feels foreign and controlled by others.
Second, hanging up the harps can be read as (1) an inability to sing because grief makes joyful music feel impossible, or (2) a deliberate refusal to perform Zion’s songs in exile (a kind of protest or boundary-setting). The lines themselves allow either emphasis: the action is clear, but the motive is not stated yet in v. 1–2.
Why the disagreement exists The passage is descriptive and minimal: it reports place, posture, tears, and the putting away of instruments, but it does not explain motives until later in the psalm. Also, “Babylon” can function as a specific location or as a shorthand for an imperial setting, which affects how readers picture the scene.
