The mention of “strivings of the people” also fits internal unrest—rival factions or disputes at home—alongside external threats. The poem uses conventional battle pictures (pursuit, trampling, dust, street-mud) to communicate complete victory and political stabilization.

These verses present victory in both military and political terms. The speaker describes relentless pursuit and a finish that leaves enemies unable to recover (vv. 37–38). Some readers take the language of enemies being “consumed,” crushed like dust, and cast out like street-mud as mainly poetic ways of saying “fully defeated and removed from power.” Others treat it as describing literal killing and physical destruction, because the setting is warfare and the images are severe.
Another debated point is why people who cry to Yahweh receive no answer (v. 41). One reading is that the line highlights Yahweh’s support of the speaker against enemies who are under judgment; their prayers do not override that. Another reading is that it describes desperate, possibly insincere appeals—calling on Yahweh only when defeat is unavoidable—so the unanswered cry underscores the futility of last-minute religiosity.
“Strivings of the people” (v. 43) is also read in more than one way: either internal conflict within Israel (factions and unrest) or more generally “contentions” and opposition that threatened the speaker’s rule.
The passage uses standard battle poetry and strong metaphors, which can be read as either figurative summary or literal description. It also compresses moral evaluation: it reports that Yahweh did not answer the enemy’s cry, but it does not spell out their guilt in this unit, leaving readers to infer motives and reasons from the larger psalm or from assumptions about divine justice.
Explicitly, the text portrays God as the one who empowers and establishes the king’s victory and wider rule (vv. 39, 43). It also portrays Yahweh as a judge in history: some cries for help are not granted (v. 41), and defeat can include humiliation and removal (vv. 42, 45).
