The opening lines also echo a common psalm pattern: a bold declaration followed by a “because” explanation that supports it.
Historical Context
The psalm belongs to Israel’s worship world, where songs were used publicly to shape how the community viewed Yahweh, the land, and daily life. In the ancient Near East, rival nations often tied territory and power to local gods, but these lines speak as if Yahweh’s claim is not limited to one region. The imagery of seas and floods fits a pre-modern outlook in which large waters represent what is uncontrollable and threatening to settled life. Saying the world is secured “on” waters highlights stability granted in spite of perceived chaos.
Theological Significance
Psalm 24:1–2 opens with an unqualified claim of Yahweh’s ownership: the “earth,” the “world,” everything found in it (“its fullness”), and all people who live in it. This is not framed as a temporary lease or a regional claim. It is total in scope.

Some readers take “earth” and “world” as simply parallel ways of saying the same thing (a full, poetic restatement). Others think “earth” stresses the land and its produce/resources, while “world” stresses the inhabited world and its peoples. Either way, the lines together press toward “everything and everyone.”
Another difference is how to read the waters (“seas… floods”). Some think the psalm describes ancient ideas about the physical structure of the world. Others think it is mainly a poetic image: the world is stable because God holds it firm even over what feels unstable and threatening.
The poetry uses broad, overlapping terms (“earth/world/fullness/dwellers”) and vivid creation imagery (“founded… on the seas”). Those features invite more than one plausible way to explain how the wording works, even when the main point is clear.
Explicitly, the text claims universal divine ownership (land, contents, and people) and grounds it in Yahweh’s role as creator and stabilizer (vv. 1–2). By inference, this opening sets a foundation for the rest of the psalm: if Yahweh truly claims and secures all creation, then Yahweh has the right to define what it means to approach him and honor him later in the poem (vv. 3–10).
