Historical Context
The psalm is traditionally linked with David (the heading in many manuscripts), placing it within Israel’s monarchic era when court life, conflict, and public worship were central social realities. Psalms were used for communal singing and instruction as well as personal prayer, so this description of the wicked can serve as a warning and a way of making sense of social harm. The language assumes a world where a person’s public words, private plans, and chosen “way” affect community life, including justice and trust in everyday relationships.
Theological Significance
Psalm 36:1–4 presents an inward-to-outward profile of the “wicked” person. The passage’s explicit claims move in a clear progression: lack of “fear of God” (v.1) leads to self-flattering inner talk (v.2), which shows itself in harmful and deceptive speech (v.3), and then in deliberate planning and settled direction toward what is not good (v.4). The text describes not a single mistake but a pattern that becomes chosen and planned.

Who is “speaking” in verse 1. Some read v.1 as the psalmist reporting an inner insight (“an oracle in my heart”) about wickedness. Others think “rebellion/transgression” is pictured as if it were speaking to the wicked person, with the line describing what wickedness “says” inside him.
What “before his eyes” mainly emphasizes. Many take it as describing the wicked person’s inner perception and priorities: God is not a real reference point in how he sees the world. Others hear more of a behavioral sense: he acts as if God is not watching, so he has no restraint.
Verse 1 is difficult to translate smoothly in English because the Hebrew can be read with different subjects (“oracle,” “my heart,” “transgression”). Also, phrases like “before his eyes” can describe either inner focus (what someone keeps in view) or outward conduct (how someone behaves when nothing seems to restrain him). The rest of the passage supports both angles because it links inner talk, speech, and planned action.
This unit contributes a compact moral psychology: (1) the absence of reverence toward God removes an important boundary (“no fear of God,” v.1); (2) self-deception follows, not simple ignorance (“flatters himself,” v.2); (3) corruption becomes visible in communication (“words… iniquity and deceit,” v.3); and (4) evil becomes deliberate and habitual (“plots… on his bed,” “sets himself on a way,” v.4). The passage frames “wickedness” as a settled direction of the inner life that expresses itself in words and choices over time, rather than as a merely impulsive act.
