Explicitly, the text says (1) guarding speech can be a sincere attempt to avoid sin, (2) restraint can become extreme silence, (3) that silence can increase sorrow rather than calm it, and (4) inner pressure can rise until speech breaks out anyway. Theologically by inference, it portrays moral agency and emotional limits together: a person can aim at righteousness in speech while still experiencing inner turmoil that demands an outlet, setting up why the rest of the psalm becomes voiced prayer rather than continued silence.
