40:9Meaning
Public proclamation, with God as witness The speaker says he has announced good news about righteousness in a “great assembly,” meaning a large gathered crowd. He emphasizes he did not shut his mouth, and he appeals to Yahweh’s knowledge as confirmation that he truly spoke openly.
Unit 2 (v. 10a): Not kept private or internal
He insists he did not keep God’s righteousness “within my heart,” contrasting inner retention with outward speech. The point is that what he knows about God was not treated as a private possession.
Unit 3 (v. 10b–c): What he declared to the assembly
He names the content of his public declaration: God’s faithfulness, God’s deliverance, God’s lovingkindness, and God’s truth. He closes by restating that he did not conceal these things from the great assembly, reinforcing that his testimony was meant to be heard by the community.
