A direct warning to the arrogant and wicked The speaker reports what he “said” to the arrogant: they must stop boasting. He gives the same kind of command to the wicked: they must not “lift up the horn.” The verse pairs inner attitude (arrogance) with outward behavior (boasting and self-exalting).
