The chosen figure is identified as David, called “my servant,” and God says he anointed him with holy oil.

Literary Context
Psalm 89 is a long poem that praises God’s loyalty and then wrestles with a crisis that seems to contradict the royal promises. The passage is framed as a report of a revealed message (“you spoke in vision”), and it moves from David’s selection to God’s ongoing help, then to the king’s status among nations, and finally to long-term dynasty language.
Historical Context
The passage assumes an Israelite monarchy in which a king could be publicly chosen and anointed with oil as a sign of appointment. It reflects a world where kings faced rival powers, raids, and internal “wicked” oppressors, and where security depended on military strength and stable leadership. References to sea, rivers, and “kings of the earth” fit ancient Near Eastern royal speech about borders and influence, whether as literal territory, control of trade routes, or idealized reach. The psalm later laments trouble, suggesting these promises are being recalled during national or royal distress.
Theological Significance

“Sea” and “rivers” (v. 25): Some read this as describing real territorial reach (borders, control of trade routes, or dominance over neighboring regions). Others take it mainly as poetic language for wide authority without mapping exact geography.
“Firstborn” (v. 27): Many understand “firstborn” here as a title of highest status rather than birth order. Others allow that it may also echo ideas of inheritance and royal succession, even if David was not literally first in time.
“No enemy will tax him” (v. 22): Some take “tax” as forced tribute or economic extraction by a stronger power. Others take it more broadly as “exploit,” “deceive,” or “gain advantage over,” fitting the parallel line about oppression.
“Saints” (v. 19): Some understand this as God’s faithful people who receive the revealed message; others think it could refer to heavenly beings in God’s council. The surrounding focus on Israel’s king keeps the message aimed at God’s people either way.
The passage uses standard images of kingship (hand/arm for power, horn for strength, firstborn for status) and broad geographical terms (sea/rivers) that can function either literally or symbolically. The Hebrew behind “tax” can point toward tribute/extraction, but the parallel line (“oppress”) pushes readers to interpret it as any kind of harmful domination.
Explicitly, it says God initiated David’s rise, authorized him through anointing, and promised ongoing backing against enemies (vv. 19–23). It also ties David’s strength and reputation to God’s own name and character (v. 24). Beyond immediate conflict, it grounds the Davidic kingship in covenant language and enduring dynasty language—“forever,” “as the days of heaven”—while portraying the king’s relationship to God in family and rescue terms (vv. 26–29).
