Verse 7 exposes the inner logic of the oppressors: they speak as if God’s sight and attention are irrelevant.
Historical Context
The psalm speaks from a world where communities could be vulnerable to powerful local leaders, judges, or armed groups, and where ordinary people had limited recourse. Widows, resident foreigners, and orphans are singled out because, in that society, they often lacked land, legal defenders, and clan protection. The prayer assumes God is the highest authority over earthly rulers and courts, so appealing to him is a way of protesting injustice when human systems fail. The text does not name a specific event, so it reads as a reusable communal complaint.

The psalm itself does not spell out the mechanism (court verdict, military defeat, providential reversal), so interpreters infer different pictures of what God’s “rising” looks like.
