Eli saw Hannah’s lips moving but did not hear her voice, because she was praying silently. He assumed she had been drinking and confronted her. 1 Samuel 1:12–14
12It happened, as she continued praying before Yahweh, that Eli marked her mouth.
13Now Hannah, she spoke in her heart; only her lips moved, but her voice was not heard: therefore Eli thought she had been drunken.
14Eli said to her, How long will you be drunken? put away your wine from you.
