The scroll appears, secured and complete John reports what he sees: a scroll in the right hand of the One seated on the throne. The scroll is unusually full—written on the inside and also on the back—implying no empty space left. It is shut tight by seven seals, so it cannot be read without breaking them.
A public challenge is announced A “mighty angel” speaks loudly, as if addressing all creation. The question is not merely “Who can open it?” but “Who is worthy to open the scroll and break its seals?” The issue is moral or status-based fitness, not only capability.
A universal inability is declared John says that nobody is able to open the scroll or even look inside it. He lists the whole range of existence—heaven, earth, and under the earth—to stress that no creature anywhere has the required ability or standing.
Literary Context
This scene follows the throne-room vision of chapter 4, where John is brought into a heavenly setting centered on the One on the throne and ongoing worship. Chapter 5 continues without changing locations, but it introduces a new problem that drives the next movement of the vision: a sealed scroll is present, yet inaccessible. The angel’s question creates suspense and sets up a search-and-answer pattern. Verses 1–4 are the “problem” portion; they pause the action to show that the scroll’s contents cannot be reached by any creaturely ability.
Historical Context
Revelation was written to Christian communities living under Roman rule in the late first century, when public loyalty to the empire and its officials could be socially and economically enforced. In that world, sealed documents and authorized openers were familiar features of administration, property, and public decrees, and “worthiness” could imply recognized status and authority. The vision uses these everyday realities to frame a cosmic scene: a document is present in the highest court imaginable, but access depends on a person recognized as qualified to open it, not simply on curiosity or strength.
Theological Significance
Revelation 5:1–4 continues the throne-room scene and introduces a crisis: a fully written scroll is in the right hand of the One on the throne, but it is sealed shut. The text highlights both the scroll’s importance (it is complete, written on both sides) and its inaccessibility (seven seals).

What the scroll represents. Many interpreters say the scroll stands for God’s plan for what will happen next in history, especially the judgments and deliverance that unfold as the seals are opened later. Others think the scroll is more like a decree of authority—God’s official ruling about the world—so the focus is not only “future events” but who has the right to carry them out.
What “worthy” emphasizes. Some read “worthy” mainly as having the recognized authority or appointment to open it (like an authorized agent). Others hear a stronger moral note: the opener must have a unique kind of fitness, not merely permission.
What “under the earth” means. Some take it as a broad way of saying “anywhere in creation,” including the dead. Others take it more concretely as referring to the realm of the dead or non-human spiritual beings. Either way, the point in-context is total creaturely inability.
The passage gives strong signals about the scroll being important and restricted, but it does not yet reveal its contents. It also uses flexible imagery from the world of sealed documents and public authorization, which can lean either toward “the plan written down” or “the ruling document that must be enacted.” Likewise, “worthy” can naturally cover both recognized status and personal fitness.
Explicitly, it establishes (1) God holds the sealed scroll, (2) access depends on worthiness, not mere power, and (3) no created being qualifies. Theologically by inference, it sets up a central claim for what follows in Revelation 5: what God is about to unveil and carry out requires a unique qualified opener—someone whose status and fitness are unmatched among all creatures (Revelation 5:1–Revelation 5:4).
