Date, messenger, and source Zechariah anchors the report to a precise day and month (Shebat) in Darius’s second year. He presents himself as a prophet in a family line (son of Berechiah, son of Iddo) and says the “word of Yahweh” came to him.

Literary Context
This scene opens a sequence of Zechariah’s night visions that begins after the book’s initial calls and warnings earlier in chapter 1. The vision is narrated as an eyewitness report: Zechariah sees, asks, and then receives clarification through a guiding angel while another figure in the vision also speaks. The passage’s logic moves from date-and-source (Yahweh’s word comes) to what Zechariah saw (riders among trees) to Zechariah’s question (what are these?) to an explanation (they are sent to patrol) to a short field report (the earth is at rest).
Historical Context
The vision is dated to the Persian period, in the second year of Darius I, when Judah was a small province within a large imperial system. Persian rule generally relied on local administration, regular tribute, and imperial communications across wide territories. Against that backdrop, the imagery of riders “walking back and forth through the earth” fits the feel of an empire that monitors conditions and keeps roads and regions under observation. Jerusalem’s community was rebuilding life after earlier upheavals, so news that the wider world is calm could sound either reassuring or troubling depending on expectations.
Theological Significance
Zechariah frames this vision as a dated, public claim: “the word of Yahweh” came at a specific time under Persian rule (Darius’s second year). The passage presents God as active and informed, not distant. The riders are explicitly described as sent by Yahweh to move “back and forth through the earth,” and they deliver a report.

Identification and the riders’ report The man among the myrtles explains that these are the ones Yahweh has sent to patrol the earth. Then the patrol reports to the angel of Yahweh standing among the myrtles that they have gone throughout the earth and found it sitting still and at rest.
The vision also shows mediated understanding. Zechariah sees but does not automatically know what he is seeing. He asks “my lord,” and an interpreting angel promises to explain. Meaning comes through revelation, not guesswork.
A final shared point is the report’s content: the earth is “still” and “at rest.” The text itself does not yet say whether that condition is good or bad; it simply states what the patrol found.
Some readers take “the earth” (earth) as the whole world in a broad sense; others think it mainly refers to the empire’s territories—the human world as experienced in Persian administration.
There is also real debate about the identities in the scene: whether the “man” on the red horse is the same figure as “the angel of Yahweh,” or whether they are distinct figures who stand in the same location and take turns speaking.
The narrative shifts between speakers quickly (“the angel who talked with me,” “the man,” “the angel of Yahweh”), and it does not pause to define relationships among them. Likewise, the Hebrew word for “earth/land” can flex between “land” (a region) and “earth” (the wider world), and context must decide.
Explicitly, the passage contributes a picture of Yahweh’s oversight: he sends agents to patrol and receive accurate information about conditions “through the earth.” It also introduces the pattern for the night visions: Zechariah sees, asks, and receives interpretation through an angel while other figures within the vision speak.
By inference (not stated outright), the calm report sets up tension: Judah is small and vulnerable, and yet the wider world is settled. The passage prepares for the next unit where the meaning of “rest” will be clarified within God’s purposes for Jerusalem.
